内容简介： 北周大定元年(581年)，文帝杨坚代周建隋之初，南有陈朝，北有突厥，东北有高丽，西北有吐谷浑，在战略上处于被包围态势。文帝为巩固政权，打破包围，并进而统一全国，采取'内绥外御'的战略总方针，企图先灭陈朝，再攻突厥。但因突厥实力强大，又有奚、契丹等族相助，不仅联合原北齐营州剌史高宝宁攻占临渝镇(今山海关)，而且出军40万大举攻隋，严重威胁北方，文帝被迫改取南和北战、先北后南的战略，首先对付突厥。
